Is there any way to make ziploc bags vaccum bags and make them airtight?

Please don't say "get some more sleep" because I have had them since I was a little girl. I'm tired of using concealer everyday and tea bags don't work so can anyone tell me a way of permanently getting ready of my under eye bags. Why would these two bags of rice have differently colored grains?
I bought two bags of rice by the same company. The expiration dates were around a month apart.

The color of one bag was darker and smelled different–not bad just different. I can confirm that it was unexpired.
